Pickering and Rangel Fellowships The Pickering Foreign Affairs Fellowship Program and the Rangel Graduate Fellowship Program are sibling programs funded by the U.S. Department of State designed to attract individuals from all backgrounds who have an interest to pursue Foreign Service.

The fellowships (Pickering/Rangel) can be pretty competitive to get, but yes, once you get one, your process into the FS is different. As a fellow you still must take the FSOT (though you don't need to pass--but you will!) and you must pass the FSOA in order to get tenure in the FS (though most fellows pass it before entering the FS). The 2021 Pickering Fellowship selection panel chose 45 2021 Pickering Fellows out of 1,301 applicants. Rangel hovers around a 1% to 3% acceptance rate.
